ICTR Appeals Chamber delays Uwinkindi transfer
The Appeals Chamber of the International Criminal Tribunal for Rwanda (ICTR) has today ruled to delay the transfer of Jean Uwinkindi until an operational monitoring mechanism by the African Commission on Human and Peoples Rights (ACHPR) is established to monitor his trial in Rwanda.
